SPRINGFIELD, Ill. (First Alert 4) – A recently passed bipartisan bill in the Illinois legislature aims to curb senior financial fraud and abuse by establishing new guardrails for detection and prevention.

House Bill 4911 expands the Adult Protective Services Act by adding investment advisers, securities dealers, and financial managers to the list of mandated abuse reporters.

State Rep. Katie Stuart (D-Edwardsville), a sponsor of the bill, said it will allow financial employees to step in when they notice suspicious and potentially fraudulent behavior.

“Our seniors are one of our most vulnerable populations,” Stuart said. “Often, they are taken advantage of financially and physically. By creating more safeguards and protections, we’ll be able to protect cases of fraud and abuse earlier and ensure perpetrators are held accountable.”

It also requires the creation of a web-based reporting portal by July 1, 2028. Stuart said that while the bill was mainly designed with seniors in mind, it applies to all suspicious and fraudulent transactions.

“The Department on Aging was an excellent partner when working on this bill. I’m thankful for their drive to work to solve such a terrifying issue,” Stuart said. “I’m confident that these new protections will allow the Department to respond and prevent joint financial fraud and abuse with even more success.”

The bill unanimously passed both the Illinois House and Senate, and was approved by Gov. J.B. Pritzker on July 30. The bill will go into effect on July 1, 2027.
