A bill that would createย three and potentially four new elected positions in the government of Capital Township would giveย township residents more direct representation, the billโsย Democraticย sponsor said.ย
But Republicans in Sangamon County government who currently handle those jobs and would lose the responsibilities said Monday the bill needlessly expands bureaucracyย and would create confusion for taxing bodiesย and financial burdens for Capital Township taxpayers.ย
State Sen. Doris Turner, D-Springfield, who previously served on the Springfield City Council and Sangamon County Board, said constituents of the townshipย have told her that they were unhappy about not being able to directly elect several townshipย officials.ย
โItโs a simple issue,โ she said. โPeople in Capital Township were being disenfranchised.โย

Turner’s legislation, Senate Bill 826, which passed the Illinois Senate onย Thursday withย no Republican votes and remains pending in the House, callsย for township-wide elections for the Capital Township supervisor, assessor, clerk and tax collector.ย
Based on state legislation adopted more than 100 years ago and only pertaining to Sangamon County, those jobs are spread between the Sangamon County treasurer and county clerk, both of which are elected by voters in Capitalย Townshipย and the rest of Sangamon County.ย
Capital Township is containedย withinย the boundaries of Springfield and shares mostย boundaries with the city. The townshipโs services includeย general-assistanceย programs for low-income residents and services related to collecting property taxes forย all ofย theย taxing bodies in the townshipโs borders.ย
Republicanย county treasurer Joe Aielloย gets $14,200 per year from the townshipย to be township supervisor and collector in addition to his county salary. He has a vote on the township board.ย
The board also includes four township trustees elected township-wide. The current roster of trustees is made up of three Republicans and one Democrat.ย
Republican countyย clerk Don Gray gets a similar amount to be the township clerk and assessor.ย Gray doesnโt have a vote on the township board.ย
When including the $100 per meeting that Aiello and Gray each receive for attending township board meetings, the total cost to the townshipย is about $31,000 per year.ย
Aiello and Gray said it would be unwise for the General Assembly to start unwinding a consolidation of township and county services that has provided efficient services and saved Sangamon County taxpayers money.ย ย
โYouโre creating more bureaucracy, more elected officials and more tax dollars that taxpayers have to pay,โ Aiello said. “The math on this one, it doesn’t add up. It doesn’t make sense.”
Based on the full-time township salaries given to officials in Peoria Township in Peoria County, Aiello estimated that creating four new salaried, elected positions for Capital Township would cost taxpayersย $300,000 per year.ย ย
Itโs unclear whether Turnerโs legislation wouldย reinstate the collector position, a job that is being phased out this year in Sangamon County as part of state legislation passed a few years ago.ย
Turner said she didnโt know whether creating the elected positionsย would necessarily add cost to the townshipโs operations.ย But having voters countywideย elect some township officials reduces the โvoting franchise of the people of Capital Township.โย
Aiello saidย efficiencies achieved by the township helped reduce the township governmentโs levy by 37% over the past two years.ย
Turnerโs bill also conflicts withย the will of the voters, Aiello and Gray said, pointing to the 74% of township voters in a 2018 advisory referendum who cast ballots in favor of a mergerย of the township government with Sangamon County.ย
Turner said the referendum wasnโt an accurate depiction of votersโ views because the referendum question didnโt ask whether voters preferred a merger with the county government or Springfield city government.ย
Springfield Mayor Jim Langfelder, a Democrat in a job that is officially nonpartisan,ย tried unsuccessfully in 2019 to persuade the City Councilย to authorize a referendum on whether township residents wanted the township to merge with the city.ย
Landfelderโsย proposal was defeated 7-3, mostly with votes ofย Republican aldermen on the officially nonpartisan council.ย
Turner, the former Sangamon County Democratic Party chair, acknowledged that removing the assessor responsibilities from the county clerkโs job couldย make moreย Democratic candidatesย eligible to challenge Gray, who took office in 2015.ย
Gray said it appears the goal of Turnerโs bill is to help more Democrats win elections.ย
โI see nothing more thanย pure politicsย rather than good government,โ Gray said.ย
Neither, Gray, Aiello nor state Sen. Steve McClure, R-Springfield, said he has heard complaints from Capital Township residents about the current arrangement between the township and county government.ย
โThey donโt want to pay more in taxes,โ McClure said.ย
Afterย Turnerโs bill passedย the Senate, it now isย sponsored by Rep. Sue Scherer, D-Decatur, in the House. At the same time,ย a bill sponsored by Rep. Tim Butler, R-Springfield, to allowย Capital Township residents to cast votes in a binding referendum to mergeย withย Sangamon County, has been denied a full House vote.ย ย
Butler threw a paper legislative calendar during a fiery speech Thursday night when he complained he was never told why Democrats who control the House and Senate put House Billย 2994 โunder review.โย
A spokeswoman for House Speaker Emanuel โChrisโ Welch, D-Chicago, declined to comment on the billโs status Monday.ย
When asked whether he was surprised by what happened to Butlerโs bill, McClureย said:, โWhen youโre a Republican in the super-minority, this sort of thing happens. Itโs not good for government.โย
Turner’s bill would have to pass the House and be signed by Democratic Gov. JB Pritzker to become law.
