A proposed constitutional amendment that would have added a tax surcharge on income above one million dollars failed to advance in the Illinois General Assembly this session.

According to the Illinois Policy Institute, lawmakers considered three constitutional amendments that would have altered Illinois’ flat income tax system. Two proposals would have removed the state constitution’s requirement that all income be taxed at a single rate, while a third would have added a three-percent surcharge on income over one million dollars.

None of the measures received enough support to move forward before legislative deadlines. Supporters described the proposal as a “millionaires tax,” while opponents argued it could eventually lead to broader tax increases and affect some small businesses.

Illinois voters rejected a graduated income tax amendment in 2020. Because the constitutional amendments did not advance this year, the next opportunity for a similar proposal to appear before voters would be the 2028 general election.
